Herausforderungen und Perspektiven der Migration im makroökonomischen Kontext

Abstract

Was ist das Fremde und was ist das Eigene in einem Zeitalter, in dem sich die Wirtschaft globalisiert, die Gesellschaft individualisiert und die Politik internationalisiert? Wer gehört dazu und wer nicht in einer Welt, in der historisch gewachsene politische, soziale und ökonomische Verbindungen mit geringen Kosten gekappt werden können und ein Wechsel von einer Bezugsgruppe zur nächsten vergleichsweise einfach geworden ist? Wer sind wir und wer sind die andern, wenn aus 25 und bald 27 einzelnen Ländern ein gemeinsames Europa wird, alte nationale Bindungen schwächer und neue funktionale Beziehungsnetze wichtiger werden? Was hält eine Solidargemeinschaft zusammen, wenn die Globalisierungswelle Grenzzäune wegreißt, Schutzdämme wegspült und gerade den stärkeren Leistungsträger(inne)n - also den Netto-Zahler(inne)n - problemlos ermöglicht, die mit riesigen Finanzierungsschwierigkeiten kämpfenden Wohlfahrtsstaaten verlassen zu können. Was macht den Kitt einer Gesellschaft aus und wer ist in einer offenen Gesellschaft noch bereit, zu bleiben und sich zu binden? Um diese Fragen geht es in meinem Beitrag.
