Was wäre wenn? Krankenkassen im Wettbewerb

Abstract

Der demografische Wandel und der medizinisch-technologische Fortschritt führen zu einem latenten Druck auf einen Anstieg der öffentlichen Ausgaben für das Gesundheitswesen. Österreich weist im internationalen Vergleich sehr hohe Ausgaben für die Gesundheitsvorsorge auf, die Ergebnisindikatoren zeigen jedoch nur mittelmäßige Werte. Diese Befunde deuten auf ein beträchtliches Potenzial zur Verbesserung der Effizienz der Mittelverwendung hin. Die Gesundheitsreform des Jahres 2013 stellt ein ambitioniertes Vorhaben zu einer grundlegenden Neukonzeption der öffentlichen Gesundheitsversorgung dar. Wiewohl die gesetzten Ziele zur Dämpfung des Ausgabenwachstums erreichbar scheinen, bleibt durch die Gesundheitsreform das Bestehen sehr hoher Koordinierungskosten im Gesundheitswesen ungelöst. Wettbewerb unter den Krankenkassen um Versicherte und zwischen Leistungsanbietern um Verträge mit den Krankenkassen könnte substanzielle effizienzsteigernde Effekte auslösen.
