Servicio Universal en el proceso de privatización de las empresas de telecomunicaciones y agua potable y alcantarillado en el Paraguay

En este reporte, en primer lugar, se presenta un diagnóstico de la reforma de los sectores de telecomunicaciones y agua potable en Paraguay, que sirve para delinear algunos de los problemas que han surgido durante este proceso, basado sobre indicadores de eficiencia, productividad, calidad y situación financiera. En segundo lugar, se enuncia una serie de medidas correspondientes a resolver las falencias de servicio universal teniendo en cuenta la viabilidad de las mismas.
