La protección del consumidor en el sector eléctrico peruano : una perspectiva preventiva

Abstract

En este documento se realiza un análisis sobre el sistema de supervisión de la calidad y seguridad en el sector eléctrico implementado por el Organismo Supervisor de la Inversión en Energía y Minería (OSINERGMIN). Este sistema busca mejorar los atributos de calidad y seguridad del servicio eléctrico proveído por las empresas concesionarias para evitar que los consumidores se perjudiquen por las diferentes deficiencias que puedan presentar estos atributos, a fin de prevenir la ocurrencia de accidentes o contingencias. El enfoque adoptado integra el análisis económico del derecho, la teoría de la regulación, el uso de la estadística y un enfoque de gestión basado en resultados. Esta aproximación ha logrado importantes logros en términos de la mejora de la calidad y seguridad del servicio que reciben los consumidores eléctricos, algunos de los cuales se muestran en este artículo, y ha sido complementada con mejoras en el proceso de solución de reclamos.
