Provincial-Municipal Relations in Ontario: Approaching an Inflection Point

Abstract

This paper calls for a rethink of provincial-municipal arrangements in Ontario. The provincial-local relationship receives little attention but has big impacts on public services – from transit and infrastructure to policing and social services – and far reaching implications for the prosperity and quality of life of Ontario’s communities. It suggests that the Government of Ontario’s arrangements with local governments are facing pressures for reform, with the Province’s challenging fiscal conditions as a likely catalyst for reform in the years ahead.
