A dependência da União Europeia no lítio e nas baterias de ião-de-lítio: análise à luz da autonomia estratégica

Abstract

O trabalho analisa a dependência económica da União Europeia (UE) nas importações de lítio e nas baterias de ião-de-lítio (LIBs), no contexto do aumento da procura desta matéria-prima devido à crescente importância da tecnologia de baterias para a Europa, avaliando, ainda, o potencial português para aumentar a autossuficiência europeia neste domínio. É demonstrado que a UE trata a sua posição de net-importer de lítio como uma questão de autonomia estratégica e que a sua dependência deverá ser confrontada, quer na cadeia de valor (CV) do lítio, como na CV das LIBs, através de uma abordagem que passe pelo aproveitamento dos recursos internos de cada Estado-Membro, pela diversificação da sua oferta exterior e pela aposta na economia circular. Portugal é apontado como o país que liderará a produção de lítio na UE e que poderá vir a destacar-se no cluster de baterias europeu. Porém, a existência de barreiras estruturais têm impedido o país de explorar a sua vantagem comparativa.
