Contramedidas da especulação imobiliária no mercado residencial

Abstract

Há 2.000 anos atrás já havia especulado com terras. A especulação imobiliária em si pode gerar crescimento, porém em algumas situações, tem uma conotação negativa, ou seja, de grande perdas. O ciclo do mercado imobiliário, inerentemente, apresenta oscilações nos preços dos imóveis em todas as cidades e no decorrer do tempo. É essencial averiguar quando se trata de uma queda normal cíclica do mercado imobiliário ou quando, é consequência de especulação. O primeiro caso é normal e até "desejado" para a cidade. Já, o segundo caso, embora nem sempre seja negativo, pode acarretar em uma queda dos preços imobiliários e, assim, perda de impostos e de bens. As contramedidas da especulação são diversas e variam conforme o país, nível dos preços, período da especulação, comportamento do mercado imobiliário, dentre outras variáveis econômicas e não-econômicas. O objetivo deste estudo consiste na apresentação de contramedidas da especulação imobiliária no mercado residencial. Em termos metodológicos, caracteriza-se como descritivo-exploratório realizado por meio de pesquisa de campo e investigação ex post facto. Este artigo apresenta casos de contramedidas especulativas analisadas em 101 cidades de 10 países, sendo identificadas várias possibilidades. Dentre as contramedidas detectadas, tem- se: fixação de preços; incentivos fiscais e subsídios governamentais; falta de Plano Diretor; utilização da Planta de Valores Genéricos; recolhimento de dados estatísticos e imposto especulativo. Uma parte dessas contramedidas já foi testada, algumas resultaram em sucesso e outras, em fracasso. Mesmo assim, eles ajudam para combater a parte perigosa da especulação imobiliária, se fossem mais aplicadas pelos governos.
