El efecto del gasto público en el déficit de vivienda en el Perú a nivel municipal

Abstract

¿Qué impacto tiene el gasto público en vivienda en el déficit de un municipio? Este documento responde a esta pregunta para Perú para el período 2001-2013. Los municipios con altos niveles de gasto vieron una reducción en el número de hogares que no tenían acceso a agua, saneamiento y electricidad. No hubo cambios significativos en la convivencia, el hacinamiento o la falta de documentos de propiedad. El análisis se basó en la asociación empírica entre la explotación minera y el déficit habitacional a nivel municipal. Los municipios que se beneficiaron del auge de los minerales después de 2007 aumentaron sus gastos en vivienda, lo que redujo el déficit de vivienda asociado con materiales pobres de un 33 a un 18 por ciento (el promedio nacional). Además, el déficit de vivienda relacionado con la falta de agua, saneamiento y electricidad disminuyó a 22 por ciento desde 26 por ciento.
