La enfermedad de costos de Baumol y el transporte público

Abstract

El argumento de la enfermedad de costos de Baumol señala que la producción de determinados servicios está, por razones estructurales, caracterizada por un estancamiento de la productividad. Sin embargo, en vista de que estos sectores compiten por factores de producción con otras áreas de la economía en las que la productividad sí aumenta, los costos de dichos factores también aumentan en el tiempo. La consecuencia es obvia: estos servicios se vuelven más costosos en términos relativos (en comparación con los demás bienes y servicios). En este trabajo presentamos evidencia que respalda la presencia de la enfermedad de Baumol en el transporte público de superficie en varias ciudades de América Latina y el Caribe (ALC). Citamos también evidencia para otras regiones, la que resulta consistente con este resultado. Presentamos las consecuencias que se espera que este fenómeno tenga en términos de costos de tránsito y productividad, y discutimos las opciones de política para superar estos problemas.
