Vergleichende Analyse von Länderarbeitsmärkten : Länderstudie Sachsen-Anhalt

Abstract

"Das regionale Forschungsnetz des Instituts für Arbeitsmarkt- und Berufsforschung (IAB) untersucht im Rahmen des Projekts 'Vergleichende Analyse von Länderarbeitsmärkten' (VALA) die Ursachen der divergierenden Entwicklungen auf den Arbeitsmärkten. Der Bericht untersucht die Beschäftigungsentwicklung in Sachsen-Anhalt und ist somit ein Teilprojekt von VALA. Die deskriptiven Ergebnisse zeigen, dass die Beschäftigung in Sachsen-Anhalt zwischen 1995 und 2001 jährlich um durchschnittlich 3,1 Prozent gesunken ist. Damit weist Sachsen-Anhalt die schlechteste Beschäftigungsentwicklung aller ostdeutschen Bundesländer auf. In Ostdeutschland zeigte sich in diesem Zeitraum ein Beschäftigungsrückgang von 2,5 Prozent, die Beschäftigung in Westdeutschland ist hingegen nur um 0,2 Prozent geschrumpft. Auf Kreisebene ergibt sich in 21 der 24 Kreise Sachsen- Anhalts ein Rückgang, wobei beträchtliche Niveauunterschiede festzustellen sind. Die höchsten Abnahmen verzeichneten Bitterfeld (-8,1 Prozent), der Burgenlandkreis (-5,1 Prozent) und Halle (-5,0 Prozent). Die drei Kreise mit einem, wenngleich auch sehr moderaten Zuwachs sind Weißenfels (0,3 Prozent), der Ohrekreis (0,2 Prozent) und der Altmarkkreis Salzwedel (0,1 Prozent). Im ostdeutschen Vergleich ist Sachsen-Anhalt durch einen unterdurchschnittlichen Anteil Hochqualifizierter, ein leicht überdurchschnittliches Lohnniveau und einen unterdurchschnittlichen Anteil an kleinen und mittleren Betrieben geprägt. Die drei Branchen mit den höchsten Beschäftigtenanteilen sind das Baugewerbe, die Gebietskörperschaften und Sozialversicherungen sowie der Handel." (Autorenreferat, IAB-Doku)
