Der zukünftige Bedarf an Pflegearbeitskräften in Nordrhein-Westfalen : Modellrechnungen auf Kreisebene bis zum Jahr 2030

Abstract

"Aufgrund des demografischen Wandels werden zukünftig mehr ältere Menschen in Nordrhein-Westfalen leben. Da das Alter hoch mit der Pflegebedürftigkeit korreliert ist, wird es in den nächsten Jahren zu einem deutlichen Anstieg bei den Pflegebedürftigen kommen. Vor diesem Hintergrund wird unter Verwendung von Modellrechnungen die mögliche Entwicklung des Bedarfs an professionellen Pflegearbeitskräften bis zum Jahr 2030 für die einzelnen Kreise und kreisfreien Städte in Nordrhein-Westfalen dargestellt. Mit dem Anstieg der Pflegebedürftigen von derzeit 485.000 auf bis zu 710.000 im Jahr 2030 in Nordrhein-Westfalen insgesamt wird voraussichtlich die professionelle Pflege weiter an Bedeutung gewinnen, d. h. sowohl die Versorgung durch ambulante Pflegedienste als auch die Unterbringung in stationären Einrichtungen. Die Modellrechnungen zeigen, dass sich der Bedarf an Pflegearbeitskräften von heute rund 141.000 Beschäftigten (in Vollzeitäquivalenten) auf 199.000 (starkes Engagement der Angehörigen und technischer Fortschritt in der Pflege) bis zu 266.000 (schwaches Engagement der Angehörigen und kein technischer Fortschritt in der Pflege) bis 2030 erhöhen könnte. Die tatsächliche Entwicklung des professionellen Pflegearbeitsmarktes wird allerdings nicht nur vom Engagement der pflegenden Angehörigen sowie von Produktivitätsfortschritten in der Pflege abhängen, sondern auch von den Kosten für professionelle Pflegedienstleistungen. Denn der durch die Modellrechnungen ausgewiesene Bedarf an Pflegearbeitskräften wird nur dann nachfragewirksam, falls dieser auf ein entsprechendes Angebot an Pflegearbeitskräften trifft. Dazu müssen die Pflegedienstleistungen für die Pflegebedürftigen bzw. deren Angehörigen einerseits bezahlbar sein. Andererseits müssen die Verdienstmöglichkeiten im Pflegebereich hinreichend hoch ausfallen, sodass sich mehr Erwerbspersonen zukünftig für einen Pflegeberuf entscheiden." (Autorenreferat, IAB-Doku)
