Arbeitskräftebedarf bis 2025: Die Grenzen der Expansion

Abstract

"Nach der neuen Langfristprojektion dürfte die Zahl der Erwerbstätigen von 2005 bis 2020 zunächst um gut 1,7 Mio. steigen und in den fünf Jahren danach - demographisch bedingt - um rund 0,5 Mio. abnehmen. Die Zahl der geleisteten Arbeitsstunden (Arbeitsvolumen) wird im Szenario bis über 2020 hinaus mit einer Rate von 0,2 bis 0,3 Prozent wachsen. Bis 2025 wird es dann allerdings wieder auf das Niveau von 2020 sinken. Beschäftigungsgewinne deuten sich ausschließlich für Westdeutschland an. In Ostdeutschland dürfte sich der Beschäftigungsabbau der letzten 15 Jahre zumindest in der nächsten Dekade nicht fortsetzen. Die aktuellen Modellrechnungen bestätigen die bereits bekannten Grundtendenzen bei der sektoralen Entwicklung: Im Verarbeitenden Gewerbe wird Beschäftigung weiterhin massiv abgebaut. Im Dienstleistungsgewerbe gibt es deutliche Beschäftigungsgewinne, insbesondere bei den unternehmensbezogenen Dienstleistungen. Bis 2025 könnte sich die Unterbeschäftigung in Deutschland - rein rechnerisch - halbieren. Dies gilt allerdings nur, wenn der künftige Arbeitskräftebedarf nicht nur quantitativ, sondern auch qualifikatorisch gedeckt werden kann. Ansonsten droht Massenarbeitslosigkeit bei gleichzeitigem Fachkräftemangel." (Autorenreferat, IAB-Doku)
