Abstract

S'interrogeant sur l'application de la notion de développement durable à la mobilité quotidienne qui se réalise sur son territoire, la mission Ecologie du Grand Lyon a travaillé avec le Laboratoire d'Economie des Transports sur les indicateurs pour prendre en compte les défis environnementaux du long terme (empreinte écologique et émissions de CO2). Ils ont ensuite été croisés avec les préoccupations sociales que soulève nécessairement toute politique publique d'aménagement local. Cette réflexion a été déclinée sur deux études différentes : La première concerne le projet de réhabilitation sociale du quartier de la Grappinière à Vaulx-en-Velin et son impact sur les mobilités quotidiennes des résidents du quartier, en lien avec leurs émissions de CO2 et leur empreinte écologique. La seconde consiste en la mesure et l'analyse des évolutions des émissions de CO2 liées aux mobilités quotidiennes des résidents de l'agglomération lyonnaise entre les années 90 et 2000. Ces deux études ont en commun de croiser préoccupations sociales et environnementales dans le cadre des politiques de transport et d'aménagement urbain. L'étude sur le quartier de la Grappinière s'intéresse aux impacts environnementaux que peut avoir une politique sociale ; l'étude sur les évolutions des émissions de CO2 conduit quant à elle à s'interroger sur les risques d'équité sociale que peuvent entraîner des politiques destinées à réduire l'impact environnemental des mobilités. Etablies toutes deux sur l'agglomération lyonnaise, ces deux études ont aussi en commun d'utiliser les mêmes ressources statistiques pour établir leurs estimations, à savoir les dernières enquêtes ménages déplacements menées à Lyon en 1994/95 et en 2005/06.
