Abstract

Les pays développés mettent en oeuvre des politiques de soutien aux énergies renouvelables (EnRs) depuis plusieurs décennies. Les pays émergents ont aussi développé des politiques publiques en ce sens. Cette étude présente les politiques mises en place au Danemark, en Allemagne et en Chine. L'histoire de ces trois pays reflète trois motivations fondamentales du soutien aux EnRs : la sécurité de l'approvisionnement énergétique, la réduction des émissions de gaz à effet de serre et la création d'une filière industrielle et technologique. Le document présente l'évolution historique des systèmes de soutien nationaux en insistant sur l'articulation entre le soutien à l'innovation et le soutien au déploiement, ainsi que sur la construction des instruments de politique publique.
