Abstract

En amont des évaluations chiffrées de l'impact des décisions publiques sur les revenus, les structures des exploitations, les dépenses budgétaires ou les échanges, de nombreux travaux de recherche s'attachent uniquement à la formulation théorique des effets des politiques agricoles, en introduisant les différents paramètres des instruments politiques dans les modèles généraux de comportement des producteurs et des consommateurs proposés par la théorie microéconomique. Pour le décideur ou "l'acteur adm inistratif', ces travaux présentent un double intérêt, que cet article s'efforcera de mettre en évidence. D'une part, bien que sans portée pratique immédiate (en termes de quantification ou de calibrage), ils décrivent de façon formelle (dépassant la seule intuition, parfois trompeuse) les effets des divers dispositifs (soutien des prix, aides directes, gel des terres...). D'autre part, ils expriment la logique -parfois contestable- de certaines positions doctrinales. En effet, la représentation théorique détermine souvent la nature des diagnostics ou des prescriptions délivrés par les économistes, et est utilisée, dans une version parfois réductrice, comme "témoin à charge" dans la critique de la politique agricole. Dans cette perspective, et à travers quelques exemples, cet article se propose donc d'exposer de façon pédagogique le cadre théorique dans lequel les chercheurs analysent les instruments de la réforme de la p a c . La bibliographie proposée n'a pas la prétention d'être exhaustive, elle s'en tient aux travaux de facture "néoclassique" et se limite à des approches théoriques élémentaires, très éloignées de la production de résultats utilisables par le décideur. Notre propos n'étant pas ici de juger des performances opérationnelles de divers modèles de prévision, mais de présenter certains apports explicatifs ou normatifs 1 du raisonnement microéconomique appliqué à la politique agricole.
