Economic implications of scale and threshold effects in agri-environmental processes

Abstract

Les politiques agri-environnementales visant à encourager la fourniture de biens environnementaux par les agriculteurs sont de plus en plus basées sur des contrats. Ces contrats spécifient en général des engagements en terme de pratiques agricoles qui ne sont que des contributions individuelles dont l'agrégation et l'interaction avec les caractéristiques du milieu où elles interviennent sont supposées conduire au bien visé : biodiversité ou paysage remarquable. L'efficacité environnementale de ces pratiques dépend donc de la localisation des parcelles contractualisées, et de leur densité dans les zones d'intérêt quand les processus agri-environnementaux sont caractérisés par des effets de seuil et d'échelle. Ces impératifs ne sont pas facilement respectés par des politiques basées sur une démarche volontaire qui conduisent fréquemment à une dispersion des exploitations et des parcelles contractualisées. Ce phénomène est illustré à l'aide des résultats de l'évaluation à mi-parcours des mesures agro-environnementales. Il se traduit par des gaspillages de fonds publics. A partir de la modélisation des comportements des agriculteurs et de ces processus agri-environnementaux, la contribution examine des modalités d'application des mesures agro-environnementales permettant d'éviter ces gaspillages en tenant compte des effets de seuil et d'échelle. La modélisation s'appuie sur des résultats déjà validés et montre comment on peut tirer parti de l'utilité directe que les agriculteurs dérivent des biens environnementaux qu'ils contribuent à produire, tout en suscitant un comportement coopératif.
