Estudio sobre las barreras a la creación y crecimiento de las pymes y su participación en la contratación pública

Abstract

Las pymes son un elemento clave para el funcionamiento eficiente y competitivo de la economía española. Este Estudio identifica problemas que les afectan en su proceso de creación, crecimiento y participación en la contratación pública, y plantea recomendaciones de mejora. Se recomienda, primero, impulsar un mercado más integrado y procompetitivo, coordinando normativas e impulsando ordenanzas tipo. Segundo, facilitar la creación de empresas, reforzando el funcionamiento, eficiencia y difusión de CIRCE y la red PAE, y promoviendo ‘sandboxes’ regulatorios. Tercero, propiciar una normativa que acompañe el crecimiento empresarial, modulando obligaciones para las pymes y evitando efectos escalón. Cuarto, orientar las políticas públicas hacia la competencia y el crecimiento, aplicando el principio “solo una vez” y esquemas de apoyo y ayudas procompetitivos. Quinto, reforzar las medidas para combatir la morosidad. En cuanto a contratación pública, se recomienda reforzar la orientación procompetitiva en planificación, preparación y diseño de licitaciones, facilitar la presentación de ofertas, reducir las cargas en la ejecución del contrato, dotar de suficientes recursos a los órganos de contratación y revisar y simplificar el marco normativo. Finalmente, se recomienda acudir al asesoramiento de la CNMC.
