Gutachten zu Forschung, Innovation und technologischer Leistungsfähigkeit Deutschlands 2016

Abstract

[Vorwort] Das Jahresgutachten 2016 der Expertenkommission Forschung und Innovation geht in seinen Analysen und Empfehlungen auf aktuelle Entwicklungen ein (A-Kapitel), stellt eine Reihe von detaillierten Untersuchungen vor (B-Kapitel) und dokumentiert die Entwicklung des deutschen Forschungs- und Innovationssystems anhand von acht Indikatorengruppen (C-Kapitel). [...] Die Expertenkommission erneuert ihre Einschätzung, dass Digitalisierung, Vernetzung und die Einführung neuer internetbasierter Geschäftsmodelle disruptive Veränderungen verursachen. Sie ist angesichts der Erfahrungen aus den 1980er Jahren zuversichtlich, dass Deutschland bei den erforderlichen Anpassungen des Arbeitsmarktes gut abschneiden kann. Insgesamt ist die deutsche Politik derzeit aber zu sehr auf die Verteidigung etablierter deutscher Stärken ausgerichtet. Die Gestaltungsmöglichkeiten der Digitalisierung werden nicht ausreichend berücksichtigt. Deutschland muss in Zukunft verstärkt an der Erschließung neuer Quellen für Wertschöpfung und Arbeitsplätze beteiligt sein - dazu bedarf es auch eines Umdenkens in der Politik.
