Erfassung von Asylwerberinnen und Asylwerbern der Jahre 2005 bis 2014 auf Grundlage von Krankenversicherungsdaten und deren Arbeitsmarktkarriere

Abstract

Das Arbeitskräfteangebot der 2005 bis 2014 erstmals als Asylwerber und Asylwerberinnen Krankenpflichtversicherten im erwerbsfähigen Alter, die bis zum 31. Dezember 2015 in einen anderen beim Hauptverband der österreichischen Sozialversicherungsträger gemeldeten Status übergingen, wuchs in den ersten Jahren nach dem Ende der Pflichtversicherung rasch und kontinuierlich. Nach neun bis zehn Jahren war die Erwerbsquote nur mehr geringfügig niedriger als jene der Inländer und Inländerinnen bzw. anderer Ausländer und Ausländerinnen. Seit 2010 verlagerte sich aber aufgrund der schwierigeren Lage auf dem österreichischen Arbeitsmarkt die Verteilung des Arbeitskräfteangebotes der anerkannten Flüchtlinge und subsidiär Schutzberechtigten von der Beschäftigung zur Arbeitslosigkeit. Dadurch kam der Integrationsprozess hinsichtlich der Beschäftigungsdauer unter den anerkannten Flüchtlingen und subsidiär Schutzberechtigten der Eintrittsjahrgänge nach 2005 – im Vergleich mit Inländern und Inländerinnen, aber auch mit anderen Ausländern und Ausländerinnen – ab dem vierten Jahr nach Arbeitsmarkteintritt weitgehend zum Erliegen. Zugleich stieg die in Arbeitslosigkeit verbrachte Zeit in diesen Kohorten.
