Die Verbreitung der betrieblichen Altersvorsorge in Österreich 2007

Abstract

Im internationalen Vergleich zeigt sich deutlich, dass die betriebliche Altersvorsorge in Österreich den Charakter eines freiwilligen Zusatzeinkommens zur öffentlichen Pension hat. Verbreitungsgrad, Beitrags- und Leistungsvolumen sind vergleichsweise niedrig und die Vielfalt der Durchführungswege hoch. Die direkte Befragung von Unternehmen durch das WIFO im Frühjahr 2008 ermöglicht eine umfassende Einschätzung der Beweggründe für und gegen die betriebliche Altersvorsorge und bildet die Datenbasis für eine Hochrechnung auf die Gesamtwirtschaft. Insgesamt bietet ein Viertel der aktiven Betriebe in Österreich ihren Beschäftigten eine Betriebspension an. Im öffentlichen Dienst, unter Finanzdienstleistern und in der Energiewirtschaft ist die Verbreitung traditionell hoch. Besonders selten werden Betriebspensionen hingegen im Gastgewerbe und in der Bauwirtschaft angeboten. 2007 verfügten knapp ein Drittel der unselbständig Beschäftigten über eine Anwartschaft in einer betrieblichen Altersvorsorge. Ein Achtel der Personen, die eine Alterspension in der Pensionsversicherung der Unselbständigen bezogen, erhielten zusätzlich eine Betriebspension. Im Jahr 2007 betrug die durchschnittliche monatliche Betriebspension 890 € (14-mal jährlich). Die starke Ausweitung der betrieblichen Altersvorsorge seit dem Jahr 2000 geht auf Kosten der künftigen Pensionshöhe. Die Zahl der Personen mit Pensionsbezug wird klein bleiben, weil die derzeit populären Gruppenlebensversicherungen überwiegend in Form einer einmaligen Pauschalzahlung abgelöst werden können.
