Einsparungs- und Effizienzsteigerungspotentiale in der öffentlichen Verwaltung. Ergebnisse einer international vergleichenden Analyse

Abstract

Die häufige Vermutung, in der öffentlichen Verwaltung würden große Einsparungspotentiale bestehen, beruht auf der allgemeinen Vorstellung, dass die österreichische Bürokratie insgesamt "zu groß" und/oder "zu teuer" sei. Vor dem Hintergrund der seit vielen Jahren anhaltenden Diskussion über Verwaltungsreformen stellt die vorliegende Arbeit die Verwaltungskosten Österreichs den Ausgaben in anderen EU- und OECD-Ländern gegenüber. Unabhängig von der gewählten Definition der Verwaltungskosten nimmt demnach Österreich in der Regel eine Position im internationalen Mittelfeld ein; hohe Einsparungspotentiale bestehen in der allgemeinen Hoheitsverwaltung. Selbst wenn man die Kostendegressionsnachteile von Österreich als kleinem Land berücksichtigt, ergibt sich je nach Referenzland und unter der Annahme gleicher Qualität und Quantität der Verwaltungsleistungen der Länder eine theoretische Effizienzreserve von ¾ bis 2½ Mrd. €. Auch gemäß einem internationalen Performance- und Effizienzvergleich bestehen in der österreichischen Hoheitsverwaltung beträchtliche Effizienzreserven. Die WIFO-Schätzungen weisen auch auf weitere Einsparungsmöglichkeiten bis zu ½ Mrd. € durch eine Verringerung der Komplexität von Rechtsvorschriften und Verwaltungsprozessen hin.
