Transitarbeitsplätze als arbeitsmarktpolitisches Instrument. Evaluierung der Förderung aus dem Europäischen Sozialfonds

Abstract

Das Arbeitsmarktservice setzt ein breites Spektrum unterschiedlicher Interventionsansätze ein, um Erwerbslose wieder in das Beschäftigungssystem zu integrieren. Als vergleichsweise teuer gilt dabei die Förderung zeitlich befristeter Arbeitsplätze im Rahmen von sozialökonomischen Betrieben oder von gemeinnützigen Beschäftigungsprojekten. Die Ergebnisse der ESF-Evaluierung relativieren diese Einschätzung jedoch: Nicht nur erwiesen sich diese Maßnahmen als effektiv in der Reintegration benachteiligter Personengruppen; im Nettoeffekt sind sie teilweise auch weniger kostspielig als Kursmaßnahmen, da den zusätzlichen Kosten vermehrte Rückflüsse an Sozialabgaben an die öffentliche Hand gegenüberstehen.
