Сравнение Международных Рейтингов И Результатов Российского Мониторинга Эффективности Деятельности Вузов По Методике Анализа Лиг

E-mail: olgaryzh@yandex.ruПредставлена новая методика, позволяющая проводить сравнительный анализ деятельности образовательных организаций при разных процедурах оценивания, - метод анализа лиг (МетАЛиг). Она дает возможность строить агрегированные таблицы лиг вузов по результатам оценивания, проведенного в разных системах, с использованием известных методов сверток из теории голосования в малых группах. Тем самым появляется возможность агрегировать абсолютно разные оценки вуза в единую оценку в форме таблиц лиг и проводить сравнительный анализ разных подходов к оцениванию. Применение МетАЛиг позволило решить задачу сравнительного анализа результатов деятельности российских вузов - участников Проекта "5-100", отраженных в наиболее известных международных рейтингах: ARWU, QS, THE. Предложена формализация понятия "мировой рейтинг", позволившая визуализировать динамику развития лучших российских вузов и сравнить ее с динамикой развития лучших вузов других стран (США, Великобритания, Австралия, Германия, Китай). Рассматривается также вариант использования МетАЛиг на национальном уровне для анализа результатов Мониторинга эффективности деятельности вузов и их сравнения с позициями в "мировом рейтинге". Делается вывод о возможности применения данной методики органами управления образованием, а также исследователями и образовательными организациями для определения направлений стратегического развития как отдельных вузов, так и отечественной системы высшего образования в целом.
