Planification macroéconomique du développement et coûts d'opération et d'entretien des projets de l'Etat : un essai de simulation

Abstract

[eng] Macro development planning and operation and maintenance costs of public projects. . It is only recently that aid organizations to LDC's have integrated the operation and maintenance costs of the projects, for which they provide capital financing, in the evaluation of the aid absorption capacity. Our study explicitly introduces in a national accounting simulation model a relationship between operation and maintenance costs and capital costs, which is in turn estimated for four sectors of public investment (agriculture, éducation, health, transport and communication). The model is applied, for illustrative purpose, to the economy of Ivory Coast for the 1968-1973 period. Simulation results of alternative public investment programs are analysed with respect to saving, foreign exchange and skilled labor endowment constraints. [fre] Ce n'est que récemment que les organismes d'aide aux pays en voie de développement ont intégré les coûts d'opération et d'entretien des projets (dont ils finan­cent la composante de capital) dans l'évaluation de la capacité d'absorption de l'aide. Notre étude introduit explicitement dans un modèle de simulation de comptabilité nationale une relation entre coûts d'opération et d'entretien et coûts de capital, qui est estimée pour quatre secteurs d'investissement de l'Etat (agriculture, éducation, santé, transports et communications). Le modèle est appliqué, à titre illustratif, à l'économie de la Côte-d'Ivoire pour la période 1968-1973. Les résultats de simulation de programmes alternatifs d'investissement de l'Etat sont analysés en termes des contraintes de dotation d'épargne, de devises et de main-d'œuvre qualifiée.
