Abstract

[fre] Ce travail cherche à évaluer l'impact d'une baisse du prix d'intervention sur le marché de la pomme de table où coexistent plusieurs qualités verticalement différenciées. Cette baisse intervient aux termes de la réforme de l'OCM «fruits et légumes» de 1996. On se place dans une optique de court terme, en supposant données la production et les proportions de haute et basse qualité. On montre que contrairement à une opinion largement répandue au sein de la profession, l'intervention publique influe sur le prix de toutes les qualités, même lorsque l'intervention ne porte que sur la basse qualité. La baisse du prix d'intervention a alors un impact important sur les recettes du secteur. Les producteurs pourraient alors avoir intérêt d'utiliser la possibilité qui leur est offerte de provisionner des fonds pour éviter la baisse du prix de retrait. [eng] Public intervention on a differentiated good market the case of apple in the european union - This paper aims to study the short term impact of a change in the level of the intervention price in the fruit market, consecutive to the E.U. reform of 1996. Taking the example of fresh apple, we consider a market for goods differentiated by quality. The equilibrium are determined as a function of an exogenous level of production, with and without government intervention. Contrary to a widespread belief, we show that government intervention affects the prices of the different qualities marketed, even if the intervention is directed only towards the low quality products. Then, the decrease in the intervention price dramatically affects producers sales on the whole.
