Abstract

[fre] Faut‑il remplacer le PIB par une mesure unique du bien‑être ? Certains y songent, arguant que l’amélioration de la qualité de la vie est plus importante pour les personnes que la seule promotion de la croissance. Sans atteindre cette posture radicale, des décideurs politiques de plus en plus nombreux, la Banque centrale américaine, ou encore l’Union européenne jugent nécessaire l’élaboration d’indicateurs liés au bien‑être en complément du PIB. . . La qualité de la vie recouvre plusieurs dimensions. Certaines sont qualifiées d’objectives, . comme la situation matérielle, la santé physique ou l’équilibre émotionnel, l’isolement social… ; d’autres sont plus subjectives, telle la satisfaction que l’on retire de son existence. Les données longitudinales du dispositif SRCV permettent de quantifier . les concepts liés au bien‑être et d’appréhender dans la durée comment s’articulent entre elles les différentes dimensions de la qualité de la vie. Celles qui sont jugées les plus importantes par les personnes sont la faiblesse des liens sociaux, devant la santé et les risques psychosociaux. Connaître le poids que chacun accorde aux différentes dimensions peut permettre d’élaborer un indicateur unique de qualité de vie. Mais l’intérêt que présente la publication d’un chiffre unique est discutable, car ce chiffre ne renseigne pas sur les meilleures mesures de politique économique visant à l’améliorer. Il est sans doute largement préférable . de connaître les populations en difficulté, de repérer celles qui cumulent plusieurs . causes de mauvaise qualité de la vie et de proposer des mesures ciblées pouvant . permettre d’accroître leurs capacités dynamiques telles que les décrit Sen afin in fine . d’améliorer leur situation.
