Abstract

[spa] La retribución de los servicios medioambientales prestados por la agricultura, . por Virginie Madelin.. . La reforma de la Política agrícola común de Mayo de 1992 ha reconocido explícitamente el papel de la agricultura en la gestión del medio ambiente. Los efectos positivos de la agricultura sobre el medio ambiente no se encuentran por lo general retribuídos por el mercado a su justo precio social y por lo tanto no se producen a la altura de lo óptimo social. A cada uno de los objetivos de regulación de los mercados, de equidad social y de protección del medio ambiente corresponde un tipo de instrumento. La justa retribución de los servicios medioambientales supone medir el valor social, necesariamente mediante métodos indirectes. Debe ser pagada directamente por los usuarios o mediante ayudas públicas, asociadas a contrapartidas précisas y desconectadas de objetivos puramente sociales. Bei der im Mai 1992 durchgeführten Reform der Gemeinsamen Agrarpolitik wurde explizit die Rolle der Landwirtschaft im Umweltmanagement anerkannt. Die positi ven Effekte der Landwirtschaft auf die Umwelt werden im allgemeinen vom Markt nicht zu ihrem gerechten gesellschaftlichen Wert vergütet und somit auch nicht in Höhe des gesellschaftlichen Optimums erbracht. Jeder der Zielsetzungen der Regulierung der Märkte, der Sicherstellung von sozialer Gerechtigkeit und des Schutzes der Umwelt entspricht eine bestimmte Art von Instrument. Voraussetzung für eine gerechte Vergütung der Umweltdienste ist es, daß deren gesellschaftlicher Wert gemessen wird, was zwangsweise durch indirekte Methoden erfolgt. Diese Vergiitung muß direkt von den Nutzern gezahlt oder durch öffentliche Hilfen aufgebracht werden, die mit genauen Gegenleistungen verbunden und von gesellschaftlichen Zielsetzungen getrennt sind. The Common Agricultural Policy reform of May 1 992 formally acknowledged the role of agriculture in environmental management. Agriculture's positive effects on the environment are not normally rewarded by the market at their fair social value and therefore do not reach a social optimum. A specific type of instrument fits each of the market regulation, social equity and environmental protection goals. Fair payment for environmental services presupposes measuring their social value, which is necessarily evaluated by indirect methods. Payment should be made directly by the users or by government aid combined with special compensation or compensation distinct from purely social goals. Les effets positifs de l'agriculture sur l'environnement ne sont en général pas rémunérés par le marché à leur juste valeur sociale, et ne sont donc pas produits à la hauteur de l'optimum social. À chacun des objectifs de régulation des marchés, d'équité sociale et de protection de l'environnement répond un type d'instrument. La juste rémunération des services environnementaux suppose d'en mesurer la valeur sociale, nécessairement par des méthodes indirectes. Elle doit être payée directement par les utilisateurs ou par des aides publiques, associées à des contreparties précises et déconnectées d'objectifs purement sociaux.
