Új eredmények az optimális járadékfüggvény tervezéséről
[Designing optimal pension rules: new results]

Abstract

A korábbi írásainkat folytatva, ez a dolgozat is a mechanizmustervezést alkalmazza a rugalmas nyugdíjrendszer (nemlineáris) optimális járadékfüggvényének kiszámítására. Feltesszük, hogy az egyéneknek magáninformációjuk van saját várható élettartamukról. A kormányzat célja egyfajta újraelosztás: olyan nyugdíjmechanizmus (járulékkulcs és a szolgálati időtől függő járadékfüggvény) tervezése, amely maximalizálja a társadalmi jóléti függvényt, és kielégíti a társadalmi költségvetési korlátot (de nem veszi figyelembe az egyéni költségvetési korlátokat). Mivel a különböző várható élettartamú egyének optimális megoldása függ a járadékfüggvénytől, a kormányzatnak figyelembe kell vennie az érdekeltségi feltételeket. A korábbi cikkekben a megoldás rugalmatlanságát és az újraelosztás túlterjeszkedését a társadalmi jóléti függvény konkavizálásával mérsékeltük. Mostani cikkünk új eredményei a következők: 1. levezetjük az újraelosztás elkerülhetetlenségét az ésszerű nyugdíjrendszerekben; 2. megmutatjuk a második legjobb megoldások lehetséges lokális meghatározatlanságát, 3. visszatérve az utilitarizmushoz, explicit módon mérlegeljük az újraelosztás minimalizálását.
