Abstract

Az agrárpolitika elemzésekor általában vagy a közérdekek vagy a magánérdekek ér- vényesülését hangsúlyozzák. A létező agrárpolitikai programokat azonban mindkét érdek együttes jelenléte jellemzi. Az agrárpolitikák vizsgálatakor ezért meg kell kü- lönböztetni a termelő jellegű politikákat, amelyek a hatékonyság növelését szolgál- ják, valamint a ragadozó politikákat, amelyek célja jövedelemtranszferek megszerzé- se a termelők számára. A kormányzatok általában mindkét típusú politikát alkalmaz- zák egyidejűleg, ezért figyelembe kell venni a lehetséges interakciókat és azok kö- vetkezményeit. Amennyiben eltekintünk a két politika együttes meghatározásából, valamint egymásra hatásából származó következményektől, akkor könnyen téves kö- vetkeztetésekre juthatunk az egyes politikák hatékonyságát illetően. Ez viszont hi- bás agrárpolitikai ajánlások megfogalmazásához vezethet.
