A kutatás-fejlesztés teljesítményértékelése
[Evaluating the performance of research and development]

Abstract

Az Európai Unió újabb törekvéseiben fontos helyet foglal el, hogy stratégiai céljainak elérését átfogó mutatószámrendszer alapján értékelje, összekapcsolva a „legjobb gyakorlat” elterjesztését is segítő teljesítményértékeléssel. Ezt alkalmazza a tagországok (és tervezi alkalmazni a jelölt országok) versenyképességének, kutatás-fejlesztési és innovációs tevékenységének és teljesítményének minősítésénél is. A cikk áttekintést ad a legfrissebb ilyen értékelésekről, rangsorolásokról, majd a magyar gazdaság K+F- és innovációs tevékenységének megítéléséről. A cikk végén megfogalmazott tanulságok óvnak attól, hogy teljesítményünket egy-egy kiragadott (éppen kedvezőnek tűnő) mutatószám alapján ítéljük meg, és felhívják a figyelmet arra, hogy az EU összefoglaló úgynevezett szintézis jelentései a gazdasági teljesítmény, valamint az élet- és társadalmi körülmények alakulásának jellemzőit együttesen teszik mérlegre.
