La condizionalit? nelle nuove misure di sostegno al reddito

Abstract

L?articolo si propone l?obiettivo di indagare lo statuto della condizionalit? nelle misure di contrasto alla povert? e all?esclusione sociale e di politica at-tiva del lavoro, introdotte con il d.l. n. 48/2023, convertito con modificazioni dalla legge 3 luglio 2023, n. 85. Definita cos? sinteticamente la condizionalit? micro-gestionale, o micro-condizionalit?, il contributo delinea il passaggio dal Reddito di cittadinanza all?Assegno di inclusione e al Supporto per la formazione e il lavoro, tratteggiando schematicamente il sistema oggi in vigo-re e che entrer? a pieno regime dal 1? gennaio 2024. L?analisi poi si concen-trer? sugli istituti fondamentali della condizionalit?, nell?Assegno di inclusio-ne e nel Supporto per la formazione e il lavoro e, comparandoli con quelli gi? vigenti nell?ambito del Reddito di cittadinanza, evidenzier? come l?ultima ri-forma abbia ancor pi? irrigidito la condizionalit? e il regime sanzionatorio, marginalizzando sempre pi? la componente assistenziale delle misure in favo-re di quella funzionale all?inclusione sociale e all?inserimento lavorativo, con ulteriore contrazione dei diritti sociali.
