Nicht ausgeschöpfte Potenziale in der Kita-Platzvergabe

Abstract

The undersupply of spots in German daycare facilities for toddlers challenges parents’ possibilities to work. To ease the situation, the government has initiated a new law according to which every child between one and three years of age is entitled to daycare supervision for about four to five hours per day from August 1st, 2013 onwards. Nevertheless, the stressed situation does not only result from limited supply but also from inefficient allocation. We contrast a stylized version of decentralized allocation commonly in place in German counties to a centralized allocation mechanism that derives from experiences of mechanism-design theory. The results show that the centralized process would be more efficient and effective as it results in faster and better matching. Die Bereitstellung von Betreuungsplätzen für Kinder unter drei Jahren ist ein wichtiger Beitrag zur Verbesserung der Vereinbarkeit von Familie und Beruf. Seit dem 1. August 2013 haben Eltern in Deutschland einen Rechtsanspruch auf die Betreuung. Aber nicht allein die Bereitstellung einer ausreichenden Anzahl von Plätzen, sondern auch die effiziente Besetzung ist für die Versorgung bedeutsam. Die überwiegend dezentral organisierte Platzvergabe in den Kommunen führt hierbei zu erheblicher Friktion. Der vorliegende Beitrag diskutiert die alternative Verwendung eines zentralen Vergabesystems, in dem die Informationen der Anbieter und Nachfrager bei einer zentralen Stelle gesammelt und die Vergabe der Kapazitäten unter Berücksichtigung quantitativer wie qualitativer Kriterien zentral koordiniert wird. Der Vergleich der simulierten Vergabeergebnisse beider Systeme bestätigt die möglichen Effizienzgewinne des zentralen Mechanismus.
