Abstract

The performance of healthcare centers is a major challenge, especially in rural Madagascar. Mothers and children are particularly the main users of these health services and because of their vulnerability, the hardest hit because of their defaillance. The aim of this article is to analyze the performance of public health facilities in the Manandriana district, in order to better respond to the needs of mothers and children for quality services. Statistical data were collected and a survey of permanent staff in each public health facilities was carried out. The DEA method was used to identify the most effective and efficient public health facilities in terms of outpatient consultations, i.e. those deemed to be the most efficient. The public health facilities found to be performing well could have improved their performance if the resources at their disposal followed the norms and standards set by the Ministry of Public Health. Barriers to the use of public health facilities need to be resolved, and they need to be equipped with resources that comply with standards, in order to guarantee accessibility to health services, especially those for mothers and children.
