Aportes para la medición del impacto de la política de formación para el trabajo: propuesta para la evaluación del contrato de aprendizaje en Colombia

Abstract

El contrato de aprendizaje (CA) es una estrategia de formación para el trabajo que combina adiestramiento en aspectos vocacionales con el desarrollo de una fase práctica en empresas. Para este modelo dual de formación se reclaman ventajas representadas en mejores perspectivas de ocupabilidad y de ingresos para el trabajador, y menores riesgos de selección en las firmas. Dado el propósito formal que para este instrumento de formación se fija en Colombia, interesa evaluar sus resultados, con el objetivo de mejorar y corregir las condiciones actuales de desempeno del instrumento y de optimizar su impacto efectivo. Así, se ofrece una propuesta de evaluación del impacto del CA a partir de la medición de diferencias en niveles de ingresos de individuos que, habiendo optado por formación técnica vocacional, eligieron este contrato como alternativa en la fase práctica del proceso. El texto también ofrece una revisión de literatura relevante sobre CA, una descripción del tipo de modelo estadístico que se ha de utilizar en la evaluación y una descripción de los datos necesarios para adelantar esta empresa.******The apprenticeship contract (AC) is a training for work strategy that combines training in vocational aspects with a practical phase in a company. This dual training model presents advantages in terms of the improvement of workers’ employability perspectives and income, together with a reduced employee selection risk. Given the formal purpose of this training instrument in Colombia, there is an interest in evaluating its results in order to improve and correct the instrument’s current performance and to optimize its effective impact. Here, the authors offer a proposal for the assessment of the impact of ACs, based on the measurement of differences in levels of income of individuals who, having chosen technical vocational training, chose this contract as an alternative in the process’ practical phase. The text also includes a review of the relevant literature on AC, a description of the type of statistical model that has to be used in the evaluation, and a description of the data necessary to help the company advance.
