"Pattern Bargaining" als analytisches und empirisches Problem der Lohnpolitik

Abstract

ln der orthodoxen Analyse von Lohnverhandlungssystemen wird die gesamtwirtschaftliche Koordinierung der Lohnpolitik mit deren Zentralisierung auf intersektoraler Ebene gleichgesetzt. Angesichts der internationalen Dezentralisierungstendenzen der Tarifpolitik gewinnt 'Pattern Bargaining' als ein dezentraler Mechanismus zur Koordinierung zunehmende Bedeutung. Es ist eben diese dezentrale Ausrichtung des Koordinierungsprozesses, die Pattern Bargaining zu einem schwer verständlichen Phänomen macht. Vor diesem Hintergrund beschäftigt sich dieser Aufsatz mit folgenden Fragen: Zunächst wird ein Überblick über die möglichen Ziele tariflicher Koordinierung und die alternativen Koordinierungsmechanismen gegeben. Dabei wird einerseits zwischen Moderierungs- und Lohnstrukturzielen und andererseits zwischen zentralisierten und dezentralisierten Mechanismen unterschieden. Im Anschluss daran wird die Effektivität der alternativen Koordinierungsmechanismen im Hinblick auf die Realisierung der beiden Koordinierungsziele diskutiert. Dabei zeigt sich, dass Pattern Bargaining infolge seiner spezifischen Anreizstruktur sich wohl für die Realisierung von Moderierungszielen, nicht jedoch von Lohnstrukturzielen eignet. Abschließend wird der Frage nachgegangen, inwieweit Pattern Bargaining die Lohnpolitik in Österreich prägt.
