ifo Migrationsmonitor: Die Verteilung von Geflüchteten in der EU

Abstract

Aufgrund der dauerhaften internationalen Migrationsströme ist die staatenübergreifende Verteilung von Geflüchteten in der EU zu einem zentralen Thema in der politischen und gesellschaftlichen Debatte geworden. Einige Länder sind stärker von Migrationsströmen betroffen als andere, so dass in der EU die Forderungen nach Solidarität und einer fairen Lastenverteilung bei der Aufnahme von Geflüchteten lauter geworden sind. Verteilungsmechanismen sind eine Möglichkeit der Lastenverteilung. Der vorliegende Artikel gibt einen Überblick über die aktuelle Debatte und stellt vier konkrete Vorschläge vor, die auf die physische Verteilung Geflüchteter in der EU abzielen. Dabei wird auch darauf eingegangen, inwieweit sich die Ansätze voneinander unterscheiden und welche Herausforderungen sich dabei ergeben.
