Die neue Kfz-Steuer: Mehr Klimaschutz oder Steuersenkungsprogramm?

Abstract

Am 1. Juli 2009 tritt die Neuregeklung der Kfz-Steuer in Kraft. Die Besteuerung der Neufahrzeuge wird sich dann zum Teil nach dem Kohlendioxidausstoß und zum Teil nach dem Hubraum der Fahrzeuge richten. Wie ist die Reform zu beurteilen? Nach Ansicht von Ferdinand Dudenhöffer, Center Automotive Research (CAR), Universität Duisburg-Essen, verfehlt die Neugestaltung der Steuer "sämtliche gesetzten Ziele". Die Steuer zementiere den vorgegebenen Standard, setze keine Anreize zur Weiterentwicklung der Spritspartechnik und sei zu unverständlich. Für Ansgar Belke, Universität Duisburg-Essen, stellt die Kfz-Steuerreform zwar einen Schritt in die richtige Richtung dar, da sie Anreize zur Anschaffung emissionsarmer Neufahrzeuge beinhalte. Allerdings schwäche die hubraumbezogene Komponente diese Wirkung ab. Besser für den Klimaschutz, aber politisch nicht durchsetzbar, wäre, seiner Meinung nach, die Umlegung der Kfz-Steuer auf die Energiesteuer gewesen. Auch habe das neue Kfz-Steuermodell keine ökonomische Lenkungswirkung, denn es sei immer noch viel zu kompliziert. Winfried Hermann, Bundestagsfraktion Bündnis 90/Die Grünen, sieht in der Steuerreform "viel Autoförderung und wenig Klimaschutz". Und für Jürgen Resch, Deutsche Umwelthilfe e.V., ist eines der größten Probleme des Gesetzes der Verzicht auf steuerliche Anreize für besonders CO2-arme Fahrzeuge sowie "die im europäischen Vergleich Niedrigstbesteuerung von Klimakiller-Pkw". Dadurch verzichte Deutschland auf Impulse für die Entwicklung besonders effizienter Motoren.
