EU-Osterweiterung und Arbeitnehmerfreizügigkeit : Erfahrungen aus Großbritannien und Implikationen für Deutschland

Abstract

Großbritannien hat in den vergangenen drei Jahren von der Immigration mittel- und osteuropäischer Arbeitskräfte profitiert. In Deutschland könnte eine gezielte Öffnung des Arbeitsmarktes für hoch qualifizierte Arbeitnehmer aus den Ländern Mittel- und Osteuropas während der Übergangsfrist an sozio-ökonomische Merkmale (Alter und Bildung) geknüpft sein. Dadurch könnten die sich in einzelnen Bereichen abzeichnenden Engpässe bei den Hochqualifizierten abgemildert werden. Da alle Volkswirtschaften in der Europäischen Union einem schrumpfenden Arbeitsangebot gegenüberstehen, sollten die bestehenden Arbeitsmarktbarrieren für ausländische Hochqualifizierte in Deutschland schnellstmöglich abgebaut werden.
