Abstract

Benoît PREVOST The new discourse on development holds that the fight against poverty involves the respect of human rights and democracy. However, the principles of enpowerment and good governance designed by the WB and the IMF are led by an instrumental vision of rights and liberties : democracy and human rights are ranked as mere means of development which could be neglected in market-driven reforms.
