Straßennutzungsgebühren: Eine Lösung zur Vermeidung von Staus?

Abstract

Angesichts der Zunahme von Staus auf Autobahnen werden die Rufe nach höheren Investitionen in die Fernstraßeninfrastruktur immer lauter. Abhilfe soll vor allem der Ausbau überlasteter Autobahnabschnitte auf sechs oder gar acht Spuren schaffen. Doch der Autobahnausbau verursacht hohe Kosten und erweist sich letztlich häufig als fruchtloses Mittel. In diesem Überblicksbeitrag erörtert Manuel Frondel auf der Grundlage entsprechender Studien aus verschiedenen Ländern als Alternativoption die Einführung von flächendeckenden belastungsabhängigen Gebührensystemen im Autobahnnetz sowie eine Maut zur Vermeidung von immer häufiger auftretenden Verkehrsinfarkten in Städten.
