Health crisis: French companies maintained their repayment capacity in 2020
[Changement technologique et externalisation : illustration par l’accès à l’Internet haut débit en France]

Abstract

The work organisation in companies is increasingly “fragmented” due to the growing use of outsourcing of activities that are not considered as “core business”. Outsourcing is the process whereby a company separates itself from an activity that was previously carried out in-house and allocates it to a specialized external service company. This article summarises a recent study (Bergeaud et al., 2021) conducted at the Banque de France on the role of technological change in the outsourcing process. The authors study the impact of broadband Internet access in France between 1999 and 2007 on the work organization in companies and on workers. They conclude that this technological shock triggered a reorganization of companies and contributed to the rise of outsourcing. For workers directly affected by this outsourcing process, the impact on wages depends on their level of technical qualification. L’organisation du travail dans les entreprises est de plus en plus « fragmentée » en raison d’un recours accru à l’externalisation pour les activités qui ne sont pas « coeur de métier ». L’externalisation consiste à se séparer d’une activité réalisée jusque là en interne et à faire appel à une société de services spécialisés (sous-traitant). Le présent article résume une étude récente (Bergeaud et al., 2021) menée à la Banque de France sur le rôle du changement technologique dans le processus d’externalisation. Les auteurs étudient l’effet de l’accès à l’Internet haut débit en France entre 1999 et 2007 sur l’organisation du travail dans les entreprises, et sur les travailleurs. Ils concluent que ce choc technologique a déclenché une réorganisation des entreprises et participé à l’essor de l’externalisation. Pour les travailleurs directement affectés par ce processus d’externalisation, l’impact sur les salaires dépend de leur niveau de qualification technique.
