Poziom Subsydiowania Działalności Operacyjnej Gospodarstw Towarowych W Polsce Ze Szczególnym Uwzględnieniem Gospodarstw Mlecznych

Abstract

Dopłaty do działalności operacyjnej w Polsce po przystąpieniu do UE stały się istotnym narzędziem wspierania dochodów gospodarstw rolnych. Celem badań była ocena znaczenia dopłat do działalności operacyjnej dla wysokości dochodów uzyskiwanych przez towarowe gospodarstwa rolne o różnym kierunku prowadzonej produkcji. Szczególną uwagę poświęcono towarowym gospodarstwom mlecznym. Materiał źródłowy dla przeprowadzonych analiz stanowiły dane rachunkowe gospodarstw towarowych gromadzone dla potrzeb systemu FADN oraz informacje pozyskane z literatury. Badania wykazały, że w latach 2005-2022 największe znaczenie miały dopłaty wykorzystane w tworzeniu dochodów gospodarstw z uprawami polowymi (50,5%) i produkcją mieszaną (49,1%). Subsydia miały najmniejszy wpływ na wysokość dochodów w przypadku gospodarstw ogrodniczych (4,8%). Dochody gospodarstw mlecznych w 28,8% opierały się na dopłatach do działalności operacyjnej. Ewolucja gospodarstwa z typu „produkcja mieszana” na typ „krowy mleczne” przyczyniała się do wzrostu wysokości otrzymywanych płatności obszarowych i dochodu z gospodarstwa rolnego, ale skutkowała zmniejszeniem znaczenia dopłat dla wytwarzanego dochodu. Jednocześnie wysokość dopłat obszarowych w przeliczeniu na roczną jednostkę pracy (AWU) w większości badanych grup gospodarstw towarowych związanych z produkcją mleka była wyższa niż określone ustawowo minimalne wynagrodzenie brutto w kraju. Wskazuje to na istotne znaczenie dopłat obszarowych dla budowania bezpieczeństwa socjalnego rolników.
