Abstract

L'Europe communautaire est a la recherche d'une strategie d'integration differenciee. Une telle strategie s'impose en effet au nom du realisme, mais elle n'est pas sans risque. Trois categories de problemes apparaissent en effet immediatement : comment peut-on faire fonctionner une Communaute ou coexisteraient plusieurs niveaux d'integration ? comment peut-on rendre compatible les interets des differents participants a une telle construction ? comment peut-on gerer la dimension temporelle de cette integration differenciee ? Ce papier propose une analyse economique de ces questions en laissant deliberement de cote les dimensions institutionnelles du probleme.
