Abstract

On sait que l'efficacite energetique des pays d'Europe centrale et orientale est tres inferieure a celle des pays de l'OCDE. Pour expliquer les differences passees et estimer le potentiel de gain en efficacite energetique dans l'avenir, il est important de pouvoir effectuer des comparaisons internationales pertinentes. Au niveau micro-economique, la comparaison des efficacites energetiques est relativement simple : il s'agit de comparer le rendement physique de deux equipements ou de deux systemes, tels qu'un vehicule, un atelier ou un chauffage urbain. En revanche, si l'on veut comparer l'efficacite energetique de deux agregats macro-economiques, par exemple celles de la valeur ajoutee d'une meme branche d'activite ou du PIB de deux pays, il faut definir l'intensite energetique, qui est le rapport entre la consommation d'energie et la valeur ajoutee ou le revenu de l'agregat. Deux problemes se posent alors : celui des differences de structure de prix entre les pays et celui du taux de conversion entre les monnaies. En plus de ces problemes methodologiques, on se heurte a la fois au manque de donnees et a l'incoherence des diverses nomenclatures de consommation d'energie et de valeur ajoutee.
