Mesures de la croissance de la productivité dans un cadre d'équilibre général : L'économie du Québec entre 1978 et 1984

Abstract

Nous proposons une nouvelle mesure de la croissance la productivité totale des facteurs (PTF) issue d'un modèle d'équilibre général. Elle mesure le déplacement de la frontière d'efficience d'une économie, étant donné ses ressources primaires, sa technologie et la structure de ses importations nettes ainsi que de sa demande finale. Tant les prix des biens non-échangeables que ceux des facteurs primaires y sont endogènes. Nous avons appliqué cette nouvelle mesure à l'économie du Québec entre 1978 et 1984. Nous obtenons des taux de croissance de la PTF négatifs dans la plupart des industries manufacturières et des taux positifs et ralativement élevés pour plusieurs industries du tertiaire. Si nous comparons notre mesure à la mesure traditionnelle de la PTF, nous ne trouvons des différences marquées que pour quelques secteurs, mais suffisamment pour rendre la croissance de la PTF agrégée plus élevée avec la nouvelle mesure. La frontière d'efficience se déplace plus que ne le suggèrent les observations sur les inputs et les outputs. We propose a new measure of total factor productivity (TFP) growth in a general equilibrium setting. It measures by how much the effiency frontier moves outwards given the availability of primary resources, the technology and the structures of net imports and domestic final demand. All domestic prices are endogenous in this model. We apply this nes mesure to the Québec economy between 1978 and 1984. We find negative TFP growth rates in most of the manufacturing industries and positive and relatively big growth rates in the service sectors. When comparing our measure to the traditional measure, only a few sectors display substantial diferences in TFP growth, but enough to render the agregate TFP growth higher with our measure. The frontier moves outwards at a higher pace than suggested by the observed input and output changes.
