Abstract

När den statliga infrastrukturplaneringsprocessen gjordes om för ett drygt decennium sedan ville man bland annat komma till rätta med kostnadsöverskridanden, långa ledtider och bristande fokus på kostnadseffektivitet. Många av dessa problem kvarstår dock. I denna uppsats ges ett antal förslag till förbättringar av hur den nuvarande planeringsprocessen fungerar och tillämpas. Förslagen handlar i hög grad om att återvända till de avsikter och insikter som låg till grund för utformningen av den nuvarande planeringsprocessen.
