Vor- und Nachteile höherer Flexibilität als Instrument zur Erhöhung der Beschäftigung Älterer

Abstract

Dieses Papier beschäftigt sich mit der aktuellen gesetzlichen Ausgestaltung und der tatsächlichen Umsetzung flexibler Übergänge in den Ruhestand in Deutschland, sowie den derzeit diskutierten Reformmodellen für mehr Flexibilität. Es zeigt sich, dass es bereits eine Reihe von Maßnahmen gibt, die einen flexiblen Übergang vom Erwerbs- ins Arbeitsleben ermöglichen. Die Kernfrage ist daher: Wie würde sich eine weitere Flexibilisierung in Deutschland auswirken? Das Hauptergebnis unserer Analyse ist, dass es de facto unmöglich ist bei den in Deutschland bestehenden Zu- und Abschlägen ein Modell eines flexiblen Renteneintritts vor dem normalen Rentenalter zu konstruieren, das keine Frühverrentungs-anreize beinhaltet. Will man das Arbeitsvolumen älterer Menschen erhöhen, darf man nicht gleichzeitig die derzeit bestehenden Anreize für eine frühe Verrentung durch ein flexibles (Teil-) Renteneintrittsalter für derzeit voll Arbeitende stärken. Dies würde insgesamt zu einer Reduzierung des Arbeitsvolumens Älterer führen.
