Lockerung der Schuldenbremse 2025 findet deutlichen Rückhalt in der Bevölkerung - Erkenntnisse aus einer Online-Umfrage

Abstract

Im März 2025 einigten sich CDU/CSU, SPD und Bündnis 90/Die Grünen auf eine Reform der Schuldenbremse. Diese ermöglicht nun kreditfinanzierte Ausgaben für Verteidigung, Infrastruktur und Klimaschutz außerhalb der ursprünglichen Schuldenregel. Anhand einer aktuellen Online-Umfrage wird in diesem Policy Brief gezeigt, dass die Reform von großen Teilen der Bevölkerung in Deutschland befürwortet wird. Besonders ausgeprägt ist die Unterstützung unter Anhänger:innen von SPD, Bündnis 90/Die Grünen und CDU/CSU. Bei den einzelnen Elementen der Reform erhalten das Sondervermögen für Infrastruktur und Klimaneutralität sowie die Bereichsausnahme für Verteidigungsausgaben eine größere Unterstützung als die Ausweitung des Verschuldungsspielraums der Bundesländer. Im Vergleich zu früheren Umfragen deuten die Ergebnisse darauf hin, dass sich in Teilen der Bevölkerung zuletzt eine Neubewertung der Schuldenbremse vollzogen hat und vor allem zweckgebundene Formen der staatlichen Kreditaufnahme Akzeptanz finden. Mit Blick auf die Modernisierung der Schuldenbremse liefern unsere Umfragedaten zudem Hinweise, dass Weiterentwicklungen der Schuldenregel, die Raum zur Finanzierung öffentlicher Investitionen schaffen, in der Bevölkerung auf breite Zustimmung stoßen dürften.
