Herausforderungen fuer die Schuldenbremse - Investitionsbedarfe in der Infrastruktur und fuer die Transformation

Abstract

Im Jahr 2019 hatten Bardt et al. (2019) erstmalig eine umfassende Schaetzung der in der damaligen Haushaltsplanung nicht abgedeckten oeffentlichen Investitionsbedarfe in Deutschland vorgelegt und hatten diese Bedarfe dabei auf rund 460 Mrd. Euro ueber zehn Jahre beziffert. Die vorliegende Arbeit aktualisiert diese urspruengliche Schaetzung. Dabei werden unter anderem in der Zwischenzeit gestiegene Preise, veraenderte demografische Aussichten, verschaerfte Anforderungen an Dekarbonisierung und den Umbau der Energieversorgung sowie bereits umgesetzte Investitionen beruecksichtigt. Als konservative Schaetzung fuer die derzeit noch bestehenden zusaetzlichen oeffentlichen Investitionsbedarfe ueber die kommenden zehn Jahre ergibt sich damit eine Summe von knapp 600 Mrd. Euro. Aufgrund ebenfalls gestiegener und in dieser Summe nicht enthaltener Finanzbedarfe fuer Verteidigung ist diese Summe nicht realistisch im Rahmen der bestehenden Haushalte finanzierbar. Zugleich wird aber auch bei einer etwas hoeheren Neuverschuldung die deutsche Schuldenquote absehbar weiter fallen. Damit bleibt die Empfehlung aus Bardt et al. (2019) intakt, diese Bedarfe durch zusaetzliche Kreditaufnahme abzudecken.
