Flexibilization of working conditions and empowerment of public employees: What added value for work performance?

Abstract

Assuming that it affects employee empowerment, this study tests the effect of flexible working conditions on employee performance in three public sector domains: Health, Energy and Civil protection. Linear regression analyses and structural equation modeling were mobilized to examine data from a questionnaire administered to 816 respondents. Our results reveal a significant impact of employee empowerment and perceived intra-role performance. In the absence of such empowerment, flexible working conditions appeared to exert a limited impact on performance.
